Do you need wifi for the skype phone 3?

Is the skype phone 3 a wifi phone> Will it not work in a hotspot? Also If I bring it to Canada from UK will I be paying long distance? Lastly, on the skype phone 3, can people without skype call you?

1. The Skype 3 Phone will not work in North America at this time.
   
   I believe it only works over the "3" mobile network and you must have a 3 account to use it.
