Can you use WiFi internet on a cell phone anywhere you want or only on certain areas?

Ive been wondering if you can actually access the web through wifi anywhere you want and not only in HotSpots. Specially on iphones since im planning on getting one.

1. no u can get it from routers and just use that unless they are password protected
2. you can use WiFi internet on a cell phone in special signed "WiFi" places only.
